Executive Summary

Institut Kajian Dasar (IKD) was founded by YB Datuk Seri Anwar Ibrahim in 1985 as a think tank to generate debates and discussions, and to produce new ideas that will be a basis to formulate various government policies in culture, education, economy, etc. This is achieved through a series of intellectual discourses, public forums, and regional and international conferences.

Over the years, IKD has dedicated itself towards cultural revival, civil society engagements and promoting interaction between Southeast Asian countries and beyond. IKD also focused on research, public policies and various forms of leadership training, which includes School for Politicians which has successfully produce social and political activists including Federal and State legislatures i.e. one Menteri Besar, two Deputy Ministers and 24 Members of Parliaments/ State Assemblymen.

Post GE14, Malaysia is confronted with a host of new challenges. On the global front, the advent of the 4th Industrial Revolution has started to bring about prominent transformation to the way we live, work and communicate in all aspects of scope, scale and complexity. It is thus crucial for both the government and rakyat to prepare for this wave of disruptive change in the way we develop our current and future talent pool, the way we do businesses, adopt new technology and run our government. Various efforts have been done in this space albeit in an unstructured and fragmented manner, leaving a huge void with still much to do.

As such, IKD is prompted to undertake a transformative role to position itself into a more effective meaningful role in Malaysia.

Datuk Khalid bin Jaafar was born in Malacca on 23rd October 1955. He graduated from Universiti Teknologi Mara (used to be Institut Teknologi Mara) in Mass Communication in 1981.

He started his career as a newscaster at National Echo and at Business Times. From 1988 till 1998, he was the press secretary to Datuk Seri Anwar Ibrahim. Pak Khalid as he is fondly known, has produced a book titled “Tumit Achilles” in 2003, that contained a compilation of his articles and writings.



YB Dato' Kamarudin bin Jaffar is the Deputy Minister of Transport and a Member of the Parliament of Malaysia for the Bandar Tun Razak constituency in Kuala Lumpur.

YB was born on 3 November 1951 at Wakaf Bharu, Tumpat, Kelantan. Attended SRK Sultan Ibrahim, Pasir Mas, Kelantan (1958-1963). At the Malay College Kuala Kangsar (1964-1970) he studied with Datuk Seri Anwar Ibrahim. He furthered his studies at Kent University, Canterbury, England (1971-1974) later at the University of London (1975-1976).



Datuk Dr Muhammad Nur Manuty is a Malaysian politician. He is a member of People's Justice Party (PKR), a component party of Pakatan Harapan (PH) coalition.

He was a senator in the Dewan Negara for one term from 17 December 2015 to 16 December 2018. He is currently the chairman of UniSZA's Board of Directors.
